San Francisco’s Chief Information Officer

Mayor Edwin M. Lee today announced his appointment of Marc Yves Touitou as San Francisco’s Chief Information Officer and Director of the Department of Technology. Touitou has more than 30 years of extensive experience in all aspects of Information Technology (IT). Touitou has recently served as Senior Vice President and Chief Information Officer of ASML, a semiconductor company-based in the Netherlands.  Touitou was selected after an extensive national search “As a leader in innovation and open data policies, San Francisco is committed to implementing new approaches to make City government even more transparent, efficient and constituent-focused,” said Mayor Lee. “Marc Touitou, our City’s new Chief Information Officer, is an accomplished change maker, who has proven executive experience in global organizations and shares my commitment to challenge our own City government to be more accountable and engaged, and make San Francisco, the world’s first City 2.0.”


“Marc Touitou is the innovative, private sector leader San Francisco needs to improve our technology services,” said City Administrator Naomi Kelly, who chairs the City’s Committee on Information Technology (COIT).  “He will provide the executive leadership to ensure that every City department meets the high standards and cost effective approach San Franciscans deserve.”

As the City’s Chief Information Officer, Touitou will advise the Mayor, Board of Supervisors, and City departments regarding opportunities to provide higher quality, more timely and more cost-effective governmental services; develop uniform policies and coordinated systems for the use, acquisition, and implementation of the Information and Communication Technology (ICT)technologies; and establish Citywide standards and procedures to ensure cost-effective and useful retrieval and exchange of information both within and among the various City departments and from the City to residents and businesses.

From 2002 to 2011, Touitou had global responsibilities for all aspects of IT at ASML. He oversaw about 500 core technologists and consultants, and spearheaded ASML’s effort to redesign the company’s architecture and modernize their infrastructure. Prior to joining ASML, Touitou was Chief Information Officer at Rohm and Haas, and held positions of increasing responsibilities including Europe Telecommunications Manager leading to his transfer to Philadelphia in 1993 as Global Operations Manager. Touitou then became the company Global Technology Director and later accepted the coatings business Chief Information Officer position which he held until the end of 2002.  

Touitou holds an Executive MBA degree from Temple University in Philadelphia, and has attended organizational behavior courses at the Wharton School at the University of Pennsylvania and the Institute of Management in Information at the University of Technology of Compiègne in Paris, France.

Mayor Lee also this week signed into law the Citywide Coordination of Open Data Policy and Procedures legislation introduced jointly with Board President David Chiu to establish the position and duties of Chief Data Officer and Departmental Data Coordinators to assist in the implementation of the City’s landmark Open Data Policy. The ordinance also establishes rules and procedures for making open data available through the City’s open data web portal.
